What is a Local Land and Property Gazetteer (LLPG)?

The Local Land and Property Gazetteer (LLPG) is a comprehensive address database that records every official residential and commercial property within a local authority. Every address is recorded as a spatial point on an Ordnance Survey map, with its own Unique Property Reference Number (UPRN).

How is the LLPG created?

  • Every authority maintains its own LLPG, which is regularly synchronized with a national hub to create the National Address Gazetteer. This national address database supports Emergency Services, utility providers, and forms Ordnance Survey’s commercial product – AddressBase
  • The LLPG is managed by an Address Custodian, who is responsible for ensuring the LLPG is accurate and up to date.
  • The Address Custodian receives official notifications of addresses from the Street Naming and Numbering (SNN) Officer. The SNN Officer liasies with developers and house owners when new build addresses or changes of name are required. Local authorities in England and Wales are legally required to assign street names and property numbers following rules set out by law. In Carmarthenshire, the Public Health Act (1925) is followed, and Carmarthenshire County Councils SNN Policy reflects this. Local authorities are not responsible for the postcode so the SNN Officer will apply to Royal Mail for a postcode relating to a particular address.
  • An official address is added to the LLPG by the Address Custodian once the Street Naming and Numbering Officer confirms the agreed address details and the corresponding postcode.
  • Every address is entered into the database according to British Standard BS7666 data entry conventions which ensures consistency and quality across databases
  • Every address is held in Welsh and English, with street names, towns and localities added in Welsh where available.
  • The LLPG is not only restricted to property addresses and has the ability to record many other features such as car parks, areas of forestry, parks, places of worship etc.

Using the LLPG

The LLPG is used as the corporate address search tool in many of our internal and external services.

  • Our online internal mapping service, Geodiscoverer, uses it for its address search tool, and the spatial points can also be viewed on the map for analysis.
  • It is used in our CRM Customer Service system for logging calls and services for the public.
  • Our external website links direct to the LLPG for lookups on forms such as refuse collections, problem reporting.
  • It can be used in our GIS software products (Mapinfo/QGIS) as a spatial analysis layer.
  • Many internal databases use the LLPG as its main source of address lookup.

The Local Street Gazetteer (LSG) 

The Local Street Gazetteer (LSG) is a network of roads within the county holding the official street name and road centre line. It underpins the LLPG and ensures the LLPG holds the official bilingual street name with the addresses in the database and also includes streetworks information with associated street data.

Every authority maintains its own LSG which is uploaded to a national database to form the National Street Gazetteer (NSG). It is used externally by utility companies for roadworks and internally for associated network routing and road maintenance. 

Each street has its own Unique Street Reference Number (USRN), which identifies each road within the gazetteer.
