  • Employee voice and representation – union recognition, access to workers, collective bargaining

The Duties

  • Publish a Contracts Pipeline
  • Publish a Procurement Strategy
  • Publish an Annual Report on application of Socially-Responsible Procurement duty

Contract Management Duties on major construction contracts and outsourcing services contracts

  • Construction contract clauses
  • Duty above £2m to have regard to model social public works clauses (currently being drafted)
    • Pass duties along supply chain
    • Process to monitor compliance
  • Two-tier Workforce Code (No change to the current guidance, except on reporting)

Establishment of a Social Partnership Council – including procurement expertise, to monitor non-application of contract management duties

Supplier Feedback Service to be extended to include contract management
