Strengthening protection from harassment

Everyone has the right to work in an environment where they feel safe, respected and valued. The Council is committed to creating and maintaining a workplace free from harassment, discrimination and unacceptable behaviour. 

The Council has already taken important steps to strengthen protections for employees experiencing harassment, including reviewing policies and guidance and providing additional support and training. From October 2026, legal protections will be extended to cover all forms of harassment

Under the new requirements, employers must take all reasonable steps to prevent harassment in the workplace, including harassment from third parties such as residents, parents, contractors, service users and partner organisations. 

While the Council will continue to review its policies, procedures and training arrangements, employees also have an important role to play in helping to create a positive and respectful working environment. This includes treating others with dignity and respect, understanding expected standards of behaviour, and reporting incidents of harassment, violence or aggression when they occur. 

If you experience or witness unacceptable behaviour, you are encouraged to speak up and report your concerns through the appropriate channels. Raising concerns helps ensure that issues are addressed promptly and supports a culture where everyone feels safe and respected at work. 

Further guidance and information will be shared as these changes come into effect. In the meantime, employees are encouraged to familiarise themselves with the Council's Behavioural Standards Guidance and Equality & Diversity Policy and contribute to a workplace culture built on respect, inclusion and professionalism.
