CCTV Expression of Interest (EOI) Process
To ensure compliance with the Council’s CCTV Policy and to follow the agreed corporate process, all requests for new, upgraded, or replacement CCTV systems must begin with the completion of an Expression of Interest (EOI) form.
Schools are not included in this process, schools should email jjdavies@carmarthenshire.gov.uk
Why is the EOI Form Required?
The EOI form is a mandatory first step in the CCTV deployment process. It ensures that:
- All CCTV installations are assessed for necessity, proportionality, and compliance with data processing and security legislation.
- The Council’s CCTV Policy is adhered to, including formal sign-off.
- Procurement, installation, and operational decisions are made transparently and with appropriate oversight
What Happens After You Submit the EOI?
Once submitted, your EOI will:
- Be reviewed by a Digital Transformation Project Officer (DTPO), who will arrange an engagement session to gather requirements and assess feasibility.
- Trigger a site meeting involving ICT, contractors, and relevant officers to scope the installation and confirm technical needs.
- Be routed through the appropriate approval channels.

- Data Processing – John Tilman
- CCTV Single Point of Contact - John M Williams
- Senior Information Risk Officer - Gareth Jones
- Lead to installation and post-installation review.
Important Notes
- No CCTV system may be changed, procured, installed, or operated without completing the EOI process and receiving formal authorisation.
- The EOI form must be used for all CCTV-related work, including fault reporting and camera additions.
- Direct engagement with suppliers is not permitted until the EOI has been completed and approved.
