Domestic Abuse and Sexual Violence - Learning and Development

Page updated: 13/02/2024

No form of Domestic Abuse, Domestic Violence or Sexual Violence is acceptable and we are working to make sure anyone experiencing this kind of abuse does not feel alone and can access the help and support that is available.

White Ribbon

We have zero tolerance for violence and abuse and recognise that anyone experiencing abuse is not to blame; the responsibility for domestic abuse and/or sexual violence lies with the perpetrator.

In May 2022, the Wales Violence Against Women, Domestic Abuse and Sexual Violence (VAWDASV) Strategy 2022 to 2026 was launched.

The VAWDASV (Wales) Act 2015 puts a duty on the Public Sector to identify and to provide specialist support. Known as "Ask and Act”, it encourages victims to speak to another person in confidence and for that person to help them

This issue is important to all in our community and our staff are crucial in the implementation of the VAWDASV Act for several reasons:

  • Early intervention can reduce impacts,
  • Discussing the issues can help to reduce stigma and isolation
  • Shows that our service are somewhere that help can be accessed

Silence is not neutral, victims need a voice and help

Within Learning & Development, we promote 3 levels of Domestic Abuse Training:

This is for everyone working in the public service. The training will provide:

  • basic awareness of what violence against women, domestic abuse and sexual violence is
  • how to recognise domestic abuse and sexual violence
  • help available to victims.

All staff in local Authorities have a statutory responsibility to complete this e-learning module

It is aimed at all front-line staff in contact with families, children, and the public in an environment where signs of Domestic Abuse/Domestic Violence may be observable and who are in a position to 'Ask and Act'. Staff who are office-based and working with others in a team environment where potential signs of Domestic Abuse/Domestic Violence may be observable, and action could be taken to prevent escalation are also encouraged to attend.

The training will ensure individuals can:

  • recognise the signs that someone is being abused
  • talk to that person sensitively (if appropriate)
  • offer options and services to them quickly and efficiently.

Aimed at individuals in roles which require them to do more than “Ask and Act” and those who perform a “Champion” role.

The training will enable people to:

  • support colleagues as they make difficult decisions in relation these subject areas, help offer services to all family members affected by violence against women, domestic abuse and sexual violence
  • act as a champion within their organisation.

In order to work effectively with victims, professionals need to have a common understanding of the issues and be able to provide a coherent and consistent response. Champions will help promote this understanding among professionals within their agencies to ensure the needs of victims and their families are considered when delivering services in their area.

You will need to have attended Group 2 before applying for this role and we strongly advise you to speak to your line manager regarding the Champions Role before applying via L&D Application form
