Welcome to the Leadership Academi
Carmarthenshire County Council is committed to facing its challenges with strength, confidence and determination.
This Academi brings together leaders at different stages of their careers. The programmes within the academi have been designed to provide independence, confidence and a strong set of leadership skills which will bring out the best in yourself and your team members; striving together to ensure a service that fully delivers the requirements of our community.
Learning through a mix of experiential learning, interaction with colleagues and formal events is at the core of this Academi, encapsulating the different ways that people learn using the 70:20:10 model.
Key elements of the Academi include:
- Two Career Coaching conversations - one at the start and one at the end. These offer personal support in creating your own development path, evaluation of learning and what happens next for you the participant.
- Inspirational talks from Internal and External speakers
- Specific Leadership skills
- Reflection
- Application of skills and learning in the workplace
- Mentoring.
Each level is based around self-reflection and ongoing learning so its important to ask yourself:
What type of leader are you and what type of leader do you want to be?
This Academi reflects the culture of Carmarthenshire County Council and the day to day demands of people management.
It is split into 3 programme levels to support our managers at various stages of their career:
- The Aspiring Leader - Leader Development 1
- The Emerging Leader – Leader Development 2
- The Evolving Leader – Leader Development 3
Each programme has been designed to include several learning methodologies to support a high impact and easy integration of learning into the workplace. And all 3 programmes have been developed to encourage independence, confidence, and a strong set of leadership skills, to bring out the best in not only yourself but also you team members. We have created a learning experience rather than a variety of courses.

All programmes are based on the 70 / 20 / 10 principle of learning.
Changing and embedding new behaviours and ways of working takes more than just attending a course and by working in partnership with key stakeholders, line managers and internal L&D professionals we have a joint responsibility to provide a highly practical and ‘action focused’ development pathway.
Aimed at staff with aspirations of becoming a manager.
Enables participants to experience the skills required to be a good manager.
Provides some essential knowledge that will support both their aspirations and personal development.

INDUCTION
All participants will start the programme with an Induction

PROGRAMME – The Aspiring Leader - Leader Development 1
- Module 1 The Development journey
- Module 2 Developing effective communication skills as a potential manager
- Module 3 The skills to manage people and resources
- Project work – working with your line manager to identify a piece of work where you will be able to put your learning into practice, demonstrate your learning in practice. You will then give a short presentation on this during the Reflection period.
Reflection
All participants will conclude together with a period of reflection
- Presentation: What I have learned and how will it be applied
- Networking
- Bitesize – How to be a Mentor (optional)
- Session with a Coach
Commitment
- A 6-month programme which will include an Induction of 2 days over a 2-week period and a 2-week period of Reflection, attendance of 1 day tbc
- Each of the programme’s 3 modules is of a 1-day duration, which will be spread over a 4-month period.
- Project work – spread over a 4-month period.
- Self - learning
- Group work
- Final Presentation
Aimed at managers at the frontline, possibly managing a large team or maybe just starting out on their management journey.
Explore in detail the skills required to get the best out of team members. Learn the importance of good communication, effective delegation, setting clear and measurable objectives and taking a proactive approach when managing both good and poor performance. Learn how to create a supportive team culture.
Participants will increase their levels of self-awareness and consider a range of different management styles / approaches that will be underpinned by effective communication.
Provides support, essential skills and techniques that can be used in the workplace immediately.
Provides knowledge that gives confidence in management ability, which increases both the motivation and morale of the individual and the teams they work in.

PROGRAMME: Leader Development 2 – The Emerging Leader
- Module 1 - Creating a culture of good communication – (Trust, Assertiveness, Coaching Conversations, Setting Objectives, Giving and Receiving Feedback)
- Module 2 - Practical skills to enhance managerial effectiveness – (Budgeting, appraisal, managing change, R&S)
- Module 3 - Self-discovery – who are you and what affect do you have on your teams – (MBTI, Leadership Style, Resilience, Values)
- Module 4 - The Political Platform - (The political processes)
- Project work – working with your line manager to identify a piece of work where you will be able to put your learning into practice, demonstrate your learning in practice. You will then give a short presentation on this during the Reflection period.
REFLECTION:
All participants will conclude together with a period of reflection
- Presentation: What I have learned and how will it be applied
- Networking
- Bitesize – How to be a Mentor (optional)

Commitment

- Module 1 – 7 days
- Module 2 – 3.5 days
- Module 3 – 1 day
- Module 4 – 1 day

Aimed at managers with ambitions to become 3rd tier or higher senior managers.
Provides essential learning to elevate current skills and encourage a more strategic outlook.
Directly related to the participant’s area of work, in collaboration with their line manager
Designed for Senior Managers who are entrusted with driving and leading the organisation forward in a competitive and demanding business environment.
The programme will also explore how to set and implement strategic change and the core leadership skills and behaviours required to lead, inspire, and empower others to deliver consistently high levels of performance.

PROGRAMME: The Evolving Leader - Leader Development 3
- One Module chosen from the ILM/CMI platform, at Level 7. Credits towards continuation of learning to Diploma
- Project work, based on the chosen module – working with your line manager to identify a piece of work relevant to both your learning and department requirements. You will then give a short presentation on this during the Reflection period.
- Project Management workshops offering learning to support your project work
REFLECTION:
All participants will conclude together with a period of reflection
- Presentation: What I have learned and how will it be applied
- Networking
- Bitesize – How to be a Mentor (optional)
- Session with a Coach
COMMITMENT:
- A 6-month programme which will include an Induction of 2 days over a 2 week period and a 2 week period of Reflection, attendance of 1 day tbc
- The commitment to formal attendance for the Level 7 module is to be agreed with the provider
- Project Management Training – 3 days over a 4-month period
- Project work – spread over a 4-month period
- Self - learning
- Group work
- Final Presentation
When considering applications for this program, the team seeks a balance of organisation representation, as well as candidates' professional experience and current organisational responsibilities.
Applications are now closed for this academic year. Details will be launched for the next intake during summer 2025.
70:20:10 is a learning and development theory that encapsulates all the different ways that people learn.
Learning from experiences, interacting with others, or through training, are at the core of this approach. This model shifts focus from training to performance.
- 70% of knowledge is gained from job-related experiences
- 20% from interactions with others, like co-workers and managers
- 10% from formal learning events.
Each programme is based around this philosophy of learning. A package of learning is created that supports a holistic learning environment with skills and knowledge that can be smoothly transferred into the workplace.
