Transparency Notices (increase from 5 to 15)
- Pipeline Notice – Procure more than £100m must publish future potential procurements (est. Contact value >£2m)
- Below Threshold Notice & Contract Details Notice (Over £30k inclusive of VAT)
- Mandatory Transparency Notice – for Direct Awards (i.e. Exceptions) includes a standstill period (8 working days) before the contract is entered into.
- Contract Change Notice (any modifications made must be published).
- Contract Termination Notice (when a public contract ends).
- Procurement Bill.
Fewer Tender Procedures (from 5 to 2)
- Open Procedure, and
- A new Competitive Flexible Procedure

Frameworks
- Closed Framework 4 years.
- New Open Framework option - a scheme of frameworks that allows for the award of successive frameworks on substantially the same terms.
- At least one re-award required in the three years and at least one in each subsequent five-year period from the first re-award.
- Total term is 8 years from award of first framework.
Contract Management
- Over £5m must publish at least 3 KPI’s
- Assess KPI Performance at least every 12 months.
- Publish KPI performance annually.
- Must publish a supplier's breach of a contract.
Payment Terms
- Prompt Payment Requirement: 30 days from “receipt” of invoice.
- Payment compliance notice – publish every 6 months.
New Debarment Register – Government maintained list containing suppliers barred from competing in future procurements.
