If you are in a caring role, employed as a social care worker, or a volunteer in Carmarthenshire, you can apply for relevant SCWWDP courses as one of the listed groups below:

  • Safeguarding boards, Adoption, CAFCASS, Care Inspectorate Wales
  • Direct Payment Personal Assistant / Recipient
  • Shared Lives Carer

Once you have found a course you’re interested in that supports your learning and development requirements, please complete this application form.

Applications for Social Care courses are only available to people within Community Services, Children Services, and external social care workers within the sector.

Some course programmes have dates listed on our online system, while others will be arranged when a minimum number of people have applied. Minimum numbers will differ from course to course and we will do our best to accommodate your preferred choice of date.

You will need the following information to apply for a course as a Council employee:

  • An employee number of the person who is applying
  • The line manager name and their CCC e-mail address
  • Reasons for applying for the course
  • The preferred language delivery of the applicant
  • Additional requirements the applicant may have

The online application system will only show courses that are actively open to book a place on. If the course you are interested in isn’t listed you can register an interest with the Learning and Development team by email LearningandDevelopment@carmarthenshire.gov.uk

All applications that have been submitted to you for a decision can be accessed via the link contained in the request e-mail or by accessing CaseViewer.

CaseViewer displays all e-form applications available to you across a range of Council services, including Learning and Development applications.

By accessing CaseViewer, Managers can ‘view’ or ‘continue’ with applications made that require a decision. Learning and Development applications that require a decision will be displayed under the ‘My Open Tasks’ tab at the top of the page.

No, the Learning and Development Team will let you know further information about attending the course, and send you a booking confirmation.

If you can no longer attend a course you have been confimed a place on, please e-mail the team and your line manager to cancel your place as soon as possible to ensure that our team can offer your place to another candidate as there are waiting lists for courses.

Please note that all confirmed course places may incur a charge to your department. Please see our notice periods.

2A nominated replacement candidate attends in place of the original delegate, subject to notification and confirmation by the Organisational Development Team before or on the first day of a course.

      1. Sickness absence in line with the Council’s Sickness Absence Policy.
      2. Emergencies in accordance with the Council’s Time off for Dependents Policy and Procedures.
      3. Compassionate leave in addition to the Council’s Time off for Dependents Policy and Procedure.
      4. Other emergency/reasonably unforeseeable matter in line with the Council’s Time off Policy and Procedure.
      5. Employees who are on a rota on the day of the training to cover emergency calls eg Approved Mental Health Professionals [AMHPs].

3Arriving late and being asked by the course provider not to participate will be subject to individual course content, course duration and the decision of the facilitator in accordance with the overall aims and objectives of the course. This also applies to leaving a course early without a valid reason ie in line with non-attendance exceptions.

All submitted applications will have been received by the Learning and Development Team.

Please speak to your line manager / appointed person first about withdrawing your application, and contact the Learning and Development Team by e-mail as soon as possible.

Applications may be declined for a number of reasons, such as:

  • Prioritising places
  • Available funding
  • Relevance of learning
  • Oversubscription

In all cases, you will be advised of the reason, please speak to your line manager if you have any queries. 

Each course has a different cost which will be shown on the individual course list. Some courses are free of charge.

If the course you have chosen has a cost, a cost code will required for approved applications.

Please note the following in relation to cancellation/non-attendance:

NOTICE PERIODS

  • Courses with advertised costs – Please note that all confirmed course places may incur a charge to your department in line with the charges per advertised rate. Please see our notice periods for further information.

The advertised cost will be charged to the cost code provided at the approval stage. Even if you have called your line manager to report a sickness, emergency or have unplanned emergency duties. However, your manager may wish to nominate a replacement candidate, which will avoid your department incurring a charge.

Your department will be charged if you arrive late and are asked by the course provider not to participate or leave early without a valid reason.

For courses without advertised costs, a non-attendance administration fee will be charged to your department where there has been less than 5 days notice given to the Organisational Development Team from the applicant or line manager.

However you will not be charged the administration fee if your absence is due to sickness, emergency or unplanned emergency duties.

Many learning and development courses are well subscribed, if you do not attend or arrive late this can cause disruption and deprive others of the opportunity to attend.

If you fail to attend or arrive late and asked not to participate an administration fee will be applied to the departmental cost code provided unless prior notice has been received by the Organisational Development Team.

We aim to support attendance at learning wherever possible, so if you are having a problem which will make it difficult for you attend then please contact the Organisational Development Team by e- mail as soon as possible.

Details of courses that you have attended, are recorded on your central personnel record by our team.

We can offer you a range of support to learn through the medium of Welsh. Please indicate your language preference when completing your application.

In accordance with the Welsh Language Standards, we will provide specific courses such as Induction and Recruitment & Selection through the medium of Welsh [Standard 128]. We are fully committed to increasing the opportunities available and if we are not able to provide the whole course through the medium of Welsh, we will put other support in place to meet your linguistic choice, such as providing course materials in Welsh or ensuring that you have the opportunity to take part in group work in the language of your choice.
