To develop a more commercial approach to the delivery of Council services with a view to increasing the level of income generated.

  • To promote the development of a more commercial culture and approach across the organisation in order to increase the level of income generated by the Council.
  • To ensure that the Council has sufficient skills and capacity to support this approach.
  • To ensure that service fees and charges reflect the costs of delivering that service unless a business case dictates otherwise
  • To identify potential to generate more income through increasing take-up of services
  • To provide clarity on the approach to the application of concessions and subsidies.
  • To review the Council’s income collection policies to ensure that income is collected by the most efficient means.
  • To review opportunities to increase income from advertising and sponsorship.
  • To identify further income generation opportunities through the selling of Council services to other public bodies/private sector whilst ensuring compliance with the relevant legislative framework.
  • To further strengthen debt recovery processes and ensure that there is sufficient capacity to maximise the levels of debt recovered.

A forward-thinking workstream that champions fresh ideas, unlocks commercial opportunities, and empowers staff across all departments to shape the Council’s transformation journey.

This workstream is a key part of our wider Transformation Programme, supporting our ambition to build a financially sustainable future while continuing to deliver high-quality, value-for-money services. By creating space for innovation and creativity, the workstream invites everyone to contribute to a culture of innovation and continuous improvement.

Why Innovation and Creativity?

The workstream forms a key part of the Council’s broader Transformation Programme, which aims to build a financially sustainable future while delivering high-quality, value-for-money services. With the establishment of the Commercialisation Board, the Council is taking a more strategic approach to income generation and service improvement. The Innovation and Creativity Workstream complements this by creating space for ideas, experimentation, and collaboration.

Governance and Strategic Fit

The workstream operates under the Commercialisation Board, and has ties to the Transformation Board, and other workstreams. It’ s primary purpose is to identify and approve innovative projects whilst supporting the development of commercial ideas and mindsets.

  • Feasibility and scalability – could it be trialled, and could it grow?
