·       To foster a culture of innovation across the Council by empowering staff to generate and develop creative ideas that enhance service delivery, support commercialisation, and contribute to a financially sustainable future.

  • To foster a Culture of Innovation; Empower staff across all departments to generate and develop creative ideas that enhance service delivery and support commercialisation.
  • Support Strategic Project Development; Identify, assess, and support innovative projects through a structured process including strategic assessment and business case development.
  • Promote Commercial Thinking; Encourage an innovative, value-driven approach to service design and delivery through creativity, aligned with the Council’s Commercialisation Strategy.
  • Build Skills and Capacity; Deliver training and toolkits to equip staff and managers with the knowledge and confidence to adopt innovative and commercial approaches.
  • Engage and Inspire Staff; Use targeted communications, inspirational events, and success stories to raise awareness and motivate participation across all roles and levels.
  • Encourage Idea Sharing and Collaboration: Create platforms and opportunities for staff to submit ideas, collaborate, and feel part of the transformation journey.
  • Showcase Impact and Success; Highlight case studies of staff-led innovation that have delivered, reinforcing the value of participation.
  • Strategic Alignment with the Commercialisation Board; To surface and shape innovative ideas into commercially viable proposals that feed directly into the Commercialisation Board’s governance process for strategic evaluation and delivery.

A forward-thinking workstream that champions fresh ideas, unlocks commercial opportunities, and empowers staff across all departments to shape the Council’s transformation journey.

This workstream is a key part of our wider Transformation Programme, supporting our ambition to build a financially sustainable future while continuing to deliver high-quality, value-for-money services. By creating space for innovation and creativity, the workstream invites everyone to contribute to a culture of innovation and continuous improvement.

Why Innovation and Creativity?

The workstream forms a key part of the Council’s broader Transformation Programme, which aims to build a financially sustainable future while delivering high-quality, value-for-money services. With the establishment of the Commercialisation Board, the Council is taking a more strategic approach to income generation and service improvement. The Innovation and Creativity Workstream complements this by creating space for ideas, experimentation, and collaboration.

Governance and Strategic Fit

The workstream operates under the Commercialisation Board, and has ties to the Transformation Board, and other workstreams. It’ s primary purpose is to identify and approve innovative projects whilst supporting the development of commercial ideas and mindsets.

The Workstream is here to spark new thinking, support bold ideas, and help turn creative concepts into real-world impact. But to do that, we need your voice.

Whether you’ve spotted a smarter way of working, have an idea that could generate income or save costs, or simply want to improve how we deliver services-your insight matters. We’re building a more commercial, creative, and forward-thinking culture across the organisation, and your contribution is key to making that happen.

We welcome ideas of all shapes and sizes. What we’re especially looking for are those with:

  • Commercial potential – can it generate income or reduce costs?
  • Innovation – is it a fresh approach or a creative twist on something existing?
  • Impact – will it benefit services, communities, or our reputation?
  • Feasibility and scalability – could it be trialled, and could it grow?
