To oversee the development of a Workforce Strategy and delivery of key workforce priorities to enable the Council to become a more modern and responsive organisation and an ‘Employer of Choice’.

  • Further develop and strengthen the Authority’s strategic workforce management framework to support the Council in becoming an ‘Employer of Choice’.
  • Further develop the Councils approach to Workforce Planning to provide the capacity and resilience to deliver its strategic objectives and anticipate and meet future needs.
  • Ensure that the Council is able to make effective use of data to strengthen the performance and strategic management of its workforce.
  • Make effective use of technology to help modernise key workforce processes and procedures.
  • Strengthen the Council’s approach to the recruitment, retention, and flexibility of its workforce
  • Ensure that the Council staff are equipped with the necessary skills and behaviours to support the effective implementation of the modernisation and transformation agenda to enable the Council to deliver on its wider aims and objectives.
  • Continue to strive to improve the health and wellbeing of our workforce.
Project area What we are doing
Workforce Strategy • We are implementing our new Workforce Strategy which will support the aim of becoming an employer of choice for the local area
Workforce Data framework • Building a data suite aligned to the new Workforce Strategy which will support us in better understanding our workforce and its needs
Workforce Planning • Supporting Managers to analyse their future workforce needs and identify gaps between what they have now and what they need so solutions can be developed to help the department achieve its strategic plans.
• A tool kit has been developed and is available on the Intranet
• Options for new apprenticeship including a Welsh language apprenticeship are in development.
• A revised graduate scheme has been introduced
• Opportunities to engage and inspire young people to make CCC their employer of choice are being developed
• A development framework for future leaders and managers has been developed and the pilot group of the leadership academy have commenced their training
Recruitment processes • A new recruitment system has been procured and configured specifically to the councils needs following a review of the processes.
• Oleeo will provide managers with more ownership over their recruitment and support more efficient ways of working seeking to reduce the time it takes to recruit and to reduce the number of candidates who drop out of the process due to delays.
• Phased roll out has commenced with the final phase to be implemented by the end of March.
Reducing Agency Costs • Following a project to review the potential for the development of an in house agency function a trial has now been agreed in residential care.
• A project team are in the early stages of establishing a pilot.
• A review of agency in schools has identified a range of potential methods to reduce agency costs and support the provision of a better quality cover solution
Learning Management System Learning Management System
• A new all Wales learning management system Thinqi has been developed and will launch in Spring 2024 bringing all learning into one space and providing employees with digital access to a range of learning events, resources and networking opportunities
Increasing staff engagement • Following staff feedback and the outcome of the last Investors in People (IIP) review a range of new engagement activities have been implemented to support improved communication and staff engagement.
• Examples include staff roadshows, Staff surveys, Chief Executives Staff forum, Trial of Engagement HQ platform, Raising the profile of staff groups and events.
